I check on Windows on Display 1, all outputs are working at 60Hz, but I get a message like this. How can I solve it? I get this message when I set my display outputs to a higher refresh rate than the device being sent to can handle. This also has a Nvidea RTX-A4000. WATCHOUT 7 has a feature showing you the actual refresh rate of each display on the screen and when I added more than I should, the frame rate of one or more connected displays started to drop. Even, if you couldn't yet see it visibly in the playback. The 40 Hz is a bit strange indeed as this is no frame rate one would use. (very easily done these days, from within the producer...)
