I'm wondering why there needs to be at least two PCs to run Watchout? No, minimum setup is 1 license for a Production PC & 1 license for a Display PC with up to 6 possible outputs. ie you need a Production PC, maybe a laptop, and a separate license to that PC. You can play it back without using the production computer, either having it load and run the show all by itself, or by using some other control system.
