I have come across a set of Active Silicon Phoenix (D20HDSDI PE1) input cards. Windows see's them as installed and working, however on a WatchOut display it is not seen as an input card. One driver is proprietary and requires applications be written specifically for use with that manufacturers proprietary protocol. Any utility provided by the card vendor will use the proprietary driver. i.e. the manufacturer's utility does not prove function with WDM (WATCHOUT). The other driver is generic (Microsoft Windows Driver Model aka WDM). The WDM driver is required by WATCHOUT. So I suspect your capture cards do not have a valid WDM driver in place.
