The Dante license applies to the Windows computer. The WATCHOUT license (USB key) is NOT part of the Dante license.

Is it possible to make it trasfrerable like the DVS or the Dante Via or it is a one time activation only?

This is a limitation in the licensing model of Audinate. If a manufacturer installs this license (and pays quite a lot of money to Audinate to be allowed to do this), it will be bound to the MAC address of your NIC.

DVS or VIA can't be sold with OEM hardware.

Locked to a specific NIC MAC address is not good. What if I have a card failure? I've talked to Audinate and they say locking to a NIC MAC is not required.

It's cheaper to use VSC or Dante Via, and specially Dante Via more useful.
